Paul Bosela, Ph.D., P.E., ASCE Fellow

Paul Bosela Forensic Engineer

Dr. Paul Bosela is a Professor Emeritus of Civil & Environmental Engineering at Cleveland State University.   He retired from CSU after 28 years of service, including ten years as Department Chair. He was a practitioner for 11 years before joining CSU and has investigated hundreds of failure cases for private clients.

He served on the American Society of Civil Engineers (ASCE) Forensic Engineering Division (FED), formerly called the Technical Council of Forensic Engineering, since 1986, including terms as Chairman of both the Executive and Education Committees.  FED was formed following a series of notable engineering failures such as collapses of the Hartford Civic Center, Kemper Arena, and Kansas City Hyatt Regency Walkway.

The primary purpose of FED and its education committee is to incorporate lessons learned from failures of constructed facilities into the education of civil engineering practitioners and students.  Dr. Bosela had served as the Technical Program Chair and Editor-and Chief of the 3rd Forensic Congress held in October 2003, and Co-editor and Co-Chair of the 4th Congress held in 2006.  He served as session chair at numerous conferences, on sessions such as the World Trade Center 911 Terrorist Attack at the 3rd Forensic Engineering Congress, and the Residential Roofing Session at the 5th Forensic Engineering Congress. A regular speaker for the Learning From Failure Case Study Workshops for University Professors, he was also a presenter in the following international workshops: Embedding Forensic Engineering into the undergraduate curriculum, half day workshop at the 4th International Conference on Forensic Engineering – From Failure to Understanding, London, UK ( 2008) with Norbert J. Delatte and Ken Carper; Forensic Engineering Education, Taller de Ingeneria Forense para profesores de Ingeneria, hosted by the Instituto Tecnologica de Costa Rica, Cartago, Costa Rica, (2009) with Oswald Rendon-Herrero, Ken Carper, and Norbert Delatte; Two day Forensic Engineering workshop in Guayaquil, Ecuador, (2011) sponsored by Ecuador Group of ASCE, with Norbert Delatte, Oswald Rendon-Herrero and Ken Carper. He was also an invited speaker at the 1st India-United States Forensic Engineering Conference in Trichi, India (2011). He also served as a peer review team leader for the FEMA/ASCE World Trade Center Performance Investigation.

Paul Bosela Jr.,P.E., LEED AP

Photo of Professional Engineer Paul Bosela JrPaul Bosela Jr. is a licensed Professional Engineer (OH and PA) and is an Accredited Professional in Leadership in Energy & Environmental Design (LEED AP). He has investigated numerous failure cases and/or performance related problems for private clients. He is responsible for determining the cause and extent of damage to structures, including, but not limited to, roof truss failures, roof collapses, foundation failures, storm-related damage, etc.

His education is in Civil Engineering where he obtained his Bachelor’s and Master’s degree at Cleveland State University in 2004 and 2011, respectively. While pursuing his Master’s he worked in the construction industry for a prominent Construction Manager/General Contractor on some high profile projects, such as The Cleveland Museum of Art and the Cleveland Cavaliers Training Facility.

In addition, he worked as a structural engineer providing design and analysis for structural products for the construction sector.   Some of these products include, Adjustable Steel Columns, Telescoping Posts and Insulated Concrete Form (ICF) Bracing. For the telescoping posts, he developed a design approach for providing a safe load capacity. Furthermore, he has worked with several product evaluation and testing agencies in the U.S. and Canada. 

Mr. Bosela currently services on the Committee on Forensic Practices within the American Society of Civil Engineer’s Forensic Engineering Division.  He is also Peer Reviewer for the Journal of Performance of Constructed Facilities.

Norbert J. Delatte, Jr., Ph.D., P.E., ACI Fellow, ASCE Fellow
Norbert Delatte Forensic EngineerDr. Norbert J. Delatte, Jr. is Professor and Chair of the Department of Civil and Environmental Engineering at Cleveland State University. He received his B.S. in Civil Engineering from The Citadel in 1984, a Master’s Degree in Civil Engineering from The Massachusetts Institute of Technology in 1986, and a Ph.D. in Civil Engineering from The University of Texas at Austin in 1996.

He served for eleven years in the United States Army as an officer in the Corps of Engineers, including two years of service in the Republic of Korea, wartime service in the Arabian Peninsula during Operation Desert Storm, and command of an engineer company during Hurricane Andrew relief operations in southern Florida. He taught as an Assistant Professor at the United States Military Academy at West Point, New York during the 1996-1997 academic year. He specializes in concrete pavement behavior and performance, structural engineering, transportation engineering, and construction materials. A member of the American Concrete Institute, the American Society of Civil Engineers, and the American Society for Engineering Education, he is the Transportation Research Board University Representative for Cleveland State University, and serves as a member on two TRB committees – AFN40, Concrete Materials and Placement Techniques (2006 – present) and AFN20, Properties of Concrete (2007 – present)

He is the chair of ACI Committee 327 (Roller Compacted Concrete Pavements), former chair of ACI Committee 325, (Concrete Pavements) and a member of ACI Committees 330 (Concrete Parking Lots and Site Paving), 522 (Pervious Concrete), E802 (Teaching Methods and Educational Materials), and E803 (Faculty Network Coordinating Committee). He is the former chair of the ASCE Technical Council on Forensic Engineering (TCFE) Executive Committee and the TCFE Education Committee. In addition, he is the Editor of ASCE’s Journal of Professional Issues in Engineering Education and Practice. Dr. Delatte is a registered professional engineer in the States of Ohio and Alabama and in the Commonwealth of Virginia.

Lutful Khan, Ph.D., P.E.

Lutful Khan Forensic EngineerDr. Lutful I. Khan obtained his doctoral degree from Lehigh University, Pa., in 1991 and joined Cleveland State University in the same year. He is currently an Associate Professor in the Civil and Environmental Engineering Department at CSU and teaches geotechnical and geo-environmental engineering related courses. His research interests include deep foundations, retaining walls, flow in porous media, soil stabilization, soil decontamination and reuse of steel slags. Some of his innovations include enhancement of pile capacity by electro kinetic method, development of a composite porous media based passive phase (liquid-gas) separation process for reduced gravity Condenser Heat Exchanger application (NASA), Kaolinite clay based hydrophilic treatment of non-wetting porous graphite and porous stainless steel for condenser heat exchanger applications (NASA), development of porous media based condenser heat exchanger for terrestrial and microgravity environments (NASA-GRC) and development of an innovative soil decontamination process using coupled electric-hydraulic gradient.

Dr. Khan has been providing consulting services in the northeast Ohio area since 2000. He is a registered professional engineer in the state of Ohio.
